I was curious what the inscription meant so I went into a Russian IRC chat room to get some translations. Here are some of the funny translations of this text:

Russian Translator 1: It simply translates to "Fu** you I'm the best"

Russian Translator 2 (Koban): Word for word it is - everybody sucks di&*
Russian Translator 2 (Koban): Or everyone else sucks di&*
Russian Translator 2 (Koban): It is in imperative mode
Russian Translator 2 (Koban): It is like you saying that you are the best and all others have to suck your **** :D

Russian Translator 3: "All must suck di&*"
Me: One person said "everyone else sucks di&*," and someone else told me it had meant "Fu** you I'm the best"
Russian Translator 3: Well, we all are correct
Russian Translator 3: It cannot be translated directly word by word
Russian Translator 3: You have to take the phrase as a whole and interpret the meaning
